Comparing Final Fantasy 7 characters to Naruto.

Please help with my boredom. Have this conversation with me. I want to compare the power levels of Final Fantasy characters in relation to the Naruto universe.

For the basis of this conversation let's apply the rules of Naruto onto the final fantasy 7 characters. Let's assume that their Materia powers are Jutsu and that summons are summoning Jutsu. We will also assume that limit breaks and special abilities are Jutsu as well. I realize that for this conversation to work we will have to make a ton of assumptions and use our imagination for a few things but that's part of the fun!

Lets also remember that is also just going to be everyone's personal opinion so we don't need to get into heated arguments out of the way.

Lets get the two big dogs out of the way right now. Cloud and Sephiroth. In my opinion the two of them are obviously Kage level. They both displayed speed and strength in advent children easily on par or beyond that of the Raikage. The fact that Sephiroth could ressurect himself from the dead and create geostigma through sheer willpower says a great deal about his power levels. Cloud is quite strong too. He doesn't have as many strange and other worldly abilities as Sephiroth does but I think his will is stronger (he seems to have a Rocky Balboa level of never say die in fights) and I think he might have more raw power then Sephiroth. I base that on the fact that his Omnislash level 5 ability has killed Sephiroth in a single blow both times he used it on him. I'm also a assuming that Cloid has Knights of the round at his disposal (being the party leader) which is also a devastating attack. They are both amazing swordsman as well.

In fact I may put Sephiroth on Kaguyas level which I guess means Cloud is too since he manages to beat him.

Vincent is tricky. I'd put him into the VERY high Jonin range. UNTIL he calls upon Chaos. In that moment I think he nudges himself into Hokage level but I think that both Cloud and Sephirtoh still eclipse him in power. He's not on their level.

The rest of the characters I think are on Jonin level as well (except maybe Yuffie who'd I consider a high level Chunin) but some are more powerful them others so I figured I'd rank them.

1. Vincent (I figured I'd reassert him being the highest in the pecking order after Cloud and Sephiroth).
2. Zack Fair.
3. Tifa Lockhart.
4. Cid Highwind.
5. Nanaki.
6. Barrett. I know he's one of the biggest characters but all of his abilities seem to center around his gun arm and that makes him a bit of a one trick pony. I still think of him at Jonin level but nothing like Kakshi, Guy or Asuma.
7. Yuffie (I've already made my thoughts on her known).
8. The Turks. Once upon a time they were as strong as Avalanche. But during the years the members of Avalanche grew in power and the Turks just stayed where they are. They stagnated.
9. Cait Sith. I view as more of a ninja puppet then a true warrior so I see him at the bottom of the pile when it comes to Avalanche.

Soldier First Class are Jonin level. LOW Jonin.
Soldier Second Class are Chunin.
Soldier Third Class are Genin.

I know there's a conspicuous absence in my rankings. Aerith. Honestly I don't know where to rank her. When she was alive I'd say she was the weakest member of Avalanche by a wide margin. She's obviously be a medic nin but she doesn't seem to have any fighting abilities at all. However, after she dies, she might have become the strongest character of all. Eclipsing both Sephiroth and Cloud. Her powers are very vague though so there's no way to know.
